/api/v1/tours/{tour_id}/costs

Thêm một dòng chi phí vào dự toán hoặc quyết toán. Nếu thêm thành công và có supplier_id, hệ thống sẽ tự động tạo/cập nhật Phiếu đặt dịch vụ với NCC tương ứng.
